An apparatus for encoding image data, the image data being decomposed into a plurality of different subbands (101-109), each subband comprising a plurality of coefficients, wherein a precinct comprises different sets of coefficients (1001, 1002) from different subbands, wherein two sets of coefficients (1001, 1002) of a first precinct (300) belong to a first spatial region of an image represented by the image data, the apparatus comprising: a processor (600) for determining, for each group (1011 -1014) of coefficients within a set, a greatest coded line index (GCLI); an encoder (660) for encoding the greatest coded line indices associated with a first set (1001) of the first precinct (300) in accordance with a first encoding mode, and for encoding the greatest coded line indices associated with a second set (1002) of the first precinct in accordance with a second encoding mode, the second encoding mode being different from the first encoding mode; and an output interface (680) for outputting an encoded image signal having data (1103) on the encoded greatest coded line indices and data on the coefficients.
